2. Detailed Description of Tasks to be Performed:
Antimicrobial resistance (AMR) poses a growing threat to public health, food safety, environmental sustainability, and socio-economic development. In Viet Nam, while national technical guidance for AMR surveillance has been established for the human health sector, surveillance activities in the animal and environmental sectors remain fragmented and are not yet supported by harmonized operational and system-level guidance.
Current AMR surveillance efforts in the environmental and animal sectors are largely implemented through project-based initiatives, sector-specific programs, and ad hoc technical protocols. These approaches have resulted in inconsistencies in operational workflows, data management practices, quality assurance mechanisms, and reporting systems across sectors and administrative levels. Such fragmentation limits the ability of national authorities to generate integrated, comparable AMR data and undermines effective implementation of the One Health approach, as outlined in national strategies and international commitments.
To support the development of a National One Health Guidance for AMR Surveillance Integrating Animal and Environmental Sectors, FHI 360 seeks a qualified consultant to provide environmental, operational, and data systems expertise. This consultancy will focus on translating technical guidance into practical, implementable systems, including surveillance architecture, data flows, and quality assurance processes applicable at national, provincial, and facility levels.
The consultant will work closely with the Fleming Fund Country Grant (FFCG) team of FHI 360 and the Lead Consultant to identify operational gaps, support the definition of measurable indicators, and contribute to the development of coherent monitoring, data management, and reporting systems aligned with government priorities and donor requirements.
3. Objectives:
To develop a standardized national technical guidance for integrated AMR surveillance in animal and environmental sectors under a One Health framework.
The specific tasks for this position include but are not limited to, the following:
- Review and analyze environmental AMR surveillance systems, including institutional roles, operational workflows, and reporting pathways.
- Design integrated surveillance system architecture and draft guidance on data management, quality assurance, reporting, and operational implementation.
- Support technical consultations and contribute to finalization of annexes, SOP templates, and the complete guidance package.
Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan.

Location of work: Hanoi, Vietnam.
Travel: The consultant is not expected to travel.
Qualifications
- Advanced degree in environmental health, environmental science, public health, epidemiology, data systems, or a related field.
- Strong experience in environmental surveillance systems, public health surveillance, or One Health–related programs, preferably including AMR, water, wastewater, or environmental monitoring.
- Proven ability to contribute to development of technical guidance, SOPs, and operational tools for national or sub-national implementation.
- Demonstrated experience in reviewing and designing surveillance systems, including data flow architecture, data management, quality assurance, and reporting frameworks.
- Proven ability to contribute to development of technical guidance, SOPs, and operational tools for national or sub-national implementation.
- Previous experience working with government agencies or international organizations in Vietnam or similar contexts is desirable.
- Strong analytical and technical writing skills in English, with ability to synthesize consultation inputs into clear, practical guidance documents.
